Trump's Woke Alarm Misses The Continent's Real Threat: Technological Stagnation.

The recent US security policy document offers a flawed view of the European Union. The document asserts that open-border policies and what it terms "woke" agendas represent an existential threat to European civilization. However, this argument rests on a fundamental misreading of the reality. The actual challenge confronting Europe is not cultural but technological and economic lag.

A Glaring Growth Divide Between Europe and the US

Statistics reveal a stark picture. From 2008 and 2023, American economic output surged by 87%, compared to a paltry thirteen and a half percent growth for the European Union. During this period, EU GDP per capita fell from 76.5% to just half of the US level. Strikingly, even the poorest US state now has a higher per capita income than several leading European economies like Italy and France.

Today, about 50% of the world’s 50 largest tech companies are American, while a mere four are European.

The Innovation Deficit: The Core Problem

The growing disparity is driven by superior efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The scene of global tech dominance is decidedly US-centric. Over the past fifty years, hundreds of American startups have grown into enterprises valued at more than $10bn, compared with only fourteen in Europe.

This gap raises a pressing question: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, what is the EU stand? Most analysts agree it is largely a two-horse race involving the US and China, with Europe entering at a clear disadvantage.

Root Causes of Europe's Technological Lag

Several major factors explain this technological divide.

  • Venture Capital: The US boasts a much more robust and agile system for funding startups. The EU has yet to establish a genuine unified investment market, a factor that caps the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hinder Europe. A American entrepreneur can introduce a service under a single set of laws to access a market of over 330 million. The EU, despite a larger population size, is split among 27 separate regimes, creating huge internal barriers.
  • Mindset Differences: Views on risk-taking differ sharply. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find reasons for optimism. European leaders are increasingly aware of the severe threat and have begun to propose substantial change. Key reports on EU competitiveness and the internal market highlight the need for sweeping reforms.

Given appropriate incentives and regulatory reforms, these assets might enable far greater levels of commercial innovation.

Europe still possesses significant advantages: skilled workforce, top-tier schools and universities, and world-class labs. Coupled with a large internal market and substantial household savings, these elements could trigger a new wave of venture creation.

Crucially, even if the EU does not take the lead in creating cutting-edge tech, it can still dramatically boost economic output by adopting and adapting advancements from elsewhere.

An Inflection Point

Europe now stands at a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been gradual. But, if it fails to take decisive action to address its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in global economic relevance.
